Violations Persist At Texas Institution

Conditions at a Texas state school for the disabled are so bad that staffers can’t prevent residents from “punching, kicking, biting and sexually abusing one another.” This, after the state said last year that federal civil rights violations had been corrected, reports the Dallas Morning News.
