Special Ed. Quotas Mean Excessive Busing For Some

Caps on the number of special education students attending each school on Long Island, N.Y. mean that some students travel two or more hours each day to go to school. Now advocates are fighting back, saying that all the students should be able to go to school locally, reports the New York CW affiliate, WPIX.
