The Ohio Department of Mental Retardation and Developmental Disabilities recently banned the use of the “prone restraint” — whereby individuals are held face-down — indicating the technique can prevent breathing and cause death. Nonetheless, a teen in the state died since the ban when into effect when staff members at the residential treatment center where the teen lived used the restraint on her, reports The (Cleveland) Plain Dealer.
