		<description>To taylor7 I have a question.  What was happening before the incident began?  Often times, as I am sure you are aware, behavior outbursts come when something has happened and is a means of expressing frustration, fear, pain...when something is disrupted.  To be able to look back and retrace allows us to better prepare, as well has how to diffuse a situation.  Not saying that we have to have the ability of prospicience.  Yet, knowing more about each child from the family, what are stressors, what are sensory things that may set them off, what do you do at home to diffuse.  Bringing the parent in as a team member to help with an understanding helps.  I do know that there are some parents who don&#039;t know and it goes back to retracing.  Often times restaint can cause a flight or fight.  It is just as scary for them as it is for you.

		<description>I am a behavioral consultant for a special education cooperative, and I absolutely agree that no student should be &quot;tortured or abused&quot; as Rep. George Miller states.  I am certain no individual would disagree with Rep. Miller.  That being said, I would like to know what Rep. Miller would suggest for the student who is experiencing an emotional breakdown that includes throwing chairs at other students, self injurious behaviors (biting, banging head on chair, floor, and wall),throwing objects and breaking windows. This is a true example of an event that occurred in a elementary school this past week.  The teachers, building administator, and classmates who witnessed this event were traumaticed.  The child was not restrained.  I am in hopes that this bill will be passed.  I do hope that Rep. Miller acknowledges that unfortunately events like this are occuring everyday in schools across this nation.  Teachers and administrators need to be given guidance on how best to manage these behaviors when they occur.</description>
