A settlement in Illinois will give thousands of people with developmental disabilities the choice to move out of institutions and into community living environments. Currently Illinois residents account for 10 percent of the people nationally who are living in large institutions. The settlement will ensure that the 6,000 state residents living in institutions and some people living outside of institutions, but in situations deemed crises, will be given the choice of remaining in institutions or moving to a community living situation, reports The Associated Press.
